From my testing today, comfort does not seem to impact quest giving in the slightest. Comfort (as is stated in the code), impacts the cost of goods/trades with the villager. Things like how much space do they have, number of beds available to them, light levels, last time a zombie scared them, etc.you can work to set a villager up with a lot
