It's one scene where 1999 is particularly good and 2011 isn't. It isn't really a representative comparison of the entire shows. The 2011 Chrollo vs Zeno/Silva fight doesn't even compare particularly well against the rest of its own show. I'm not trying to say one is better than the other. Maybe not. 1999 had to have a slower pace and filler because it couldn't out pace the manga at the time. If it had a completed CA arc to animate, it might not have had a slower pace. The light and the gore were perfect in the 2011 version of the Chimera Ant arc.
